THE PHYSICAL, COGNITIVE AND EMOTIONAL (PCE) ACTIVITY DIGITAL NETWORK
A key theme of Live Longer Better is the fact that many of the problems previously assumed to be the result of the normal biological process of ageing are now known to be the result of inactivity and isolation. Even more important is the increasingly strong evidence base that by increasing activity, physical and mental, people can prevent, delay, mitigate and sometimes reverse changes and conditions which have hither to been regarded as inevitable and untreatable, for example sarcopenia, frailty, osteoporosis, disability, dependence and dementia. Obviously the face to face interaction between an older person and their family members, volunteers and professionals is of vital importance but the use of digital resources complements and supplements such interactions significantly
At present there are many DIGITSL initiatives taking place and the Live Longer Better system www.livelongerbetter.uk is developing a network to accelerate the digital revolution
The mission of the network.
The mission of the Physical, Cognitive and Emotional (PCE) Activity Network is to enable the development of the knowledge, skills, resources and tools of those professionals committed to informing people about the preventive and therapeutic benefits of activity and enabling their local and digital involvement
The theoretical basis of the need for and role of the network.
The development of the network by the participating professional associations is based on two key sources
The work of Nobel prizewinner Oliver Williamson that some problems are too complex for bureaucracies or markets and need complex adaptive systems. This is certainly the case for population ageing.
The work of Nonaka and Takeuchi which emphasised that innovative solutions required the development of networks floating beside the bureaucracies, which still have an essential role to play in linear tasks such as the fair and open recruitment of staff or the procurement of equipment. Here is a key quote
“A business organisation should have a nonhierarchical, self-organizing structure working in tandem with its hierarchical formal structure…..As business organisations grow in scale and complexity they should simultaneously maximise both corporate level efficiency and local flexibility…the most appropriate name is the ‘hypertext’ organisation” Ikujiro Nonaka and Hirotaka Takeuchi; The knowledge creating company; OUP 1995 p160
The PCE Activity Network will be this type of organization, not a new structure of Government services nor a new company but a means not only of cimproving communication but also of transforming the service
Digital Exclusion
This remains a major challenge and the Network includes a stream of work designed to increase digital inclusion
Classification of the different aspects of PCE Activity
Because digital resources are of vital importance in increasing activity, and because there is a need to record what has been offered, what is happening and the outcome a classification system is need and an early draft, based on the principles and termoinology of Snomed is set out below
